Looks like the Campbell is pulling an old play out of the freeway play book, just like in the 1960s when the Georgia Viaduct was started as the first 1/2 mile of what was supposed to be "four flying miles" of elevated freeway through Chinatown, Strathcona, Little Italy (the Drive) and beyond. But there was no money for the next 3 1/2 miles and no political appetite to find the money given the strong community resistance. (It is often forgotten how many police were needed to get Mr. Campbell's car across the Georgia Viaduct on opening day. Although it is often remembered that the fiasco decisively ended Mayor Tom Campbell's political career and opened a positive new era of politics in Vancouver.)
